  MetaTrader blocks outbound requests until you authorise the domain. Open Tools, Options, Expert Advisors. Tick allow WebRequest for listed URLs, then type api.fxcellpro.com into the list. Type it exactly like that, with no https:// prefix, no trailing slash and no path: MetaTrader compares the whole string. Finally remove the EA from the chart and attach it again.
